So yes I am familiar with the F-test and know how to use it. Though I remember there was a quick rule of thumb of determine if 2 variances are equal. By either subtracting or dividing the 2 and it should be in between 1/4 and 4 or (1/2 and 2 for the standard deviation).

Question: I do not recall the name for this quick rule and also was it dividing or subtracting (big difference haha)?
