Question: The present defective rate of a product in a certain factory is 3%. A random sample of 250 of products produced using a new technique which is supposed to improve the quality of production was collected, 4 units were found to be defective. Is there any evidence to show that the new technique did improve the quality of the production? (use of alpha = 0.05)

I believe, from looking at sample questions and answers to them, that I have to find the mean of the old manufacturing technique and the mean of the new manufacturing technique, as well as the standard deviation of the old technique to apply the formula to solve this question.

My problem is finding both means and sample standard deviation...
