im trying to understand, can you do it so the angle is 0 and the center point of the line is at (1,0) and then 0.9 on the line, i dont understand {(1,1) + t *(-1,1)} the notation in point form?

if the tangent of the line is the only 1 place it touches the circle than it can rotate the circumference only touching the circle at one point

the line stays length 1 and rotates around the circle from the center of the line, not the line bending around the circle
