+1 for the 1000a + 100b + 10c + d comment, which convinced me that "A number written in base ten is a multiple of 4 if and only if the two-digit number formed by its last two digits is a multiple of 4."

In my original formulation I meant it to be that you always get at least one point in both games. I think Marvis provided a solution where the first flip is worth 0. It looks like other people are used to seing in this second way form too.
