This is not a complete answer, but it provides a non-circular example. I believe that a full description of all shapes will be too difficult, so I will accept this answer.

@BrunoLeFloch: Yes your variant(it can be simplified to a infinite shaft - no plane is needed) is arguably more beautiful.

@MichaelHardy: Your answer is by far the best, as it gives an example of a useful manhole cover. -but I am still hoping for examples of other weird shapes that would work. -and maybe a description of what properties these shapes needs to obey.
