I've implemented your algorithm and it works. Specifically I implemented $\rho$ and $x_1 = c^{(p+2)/9}$. I can see that for a random sample of $y$ values, only about 1/3 of them have any solution for $x$ at all. And of course when there's a solution, there are 3 solutions.
