For $m=2$, $\sum_{x_1,.., x_5=0}^2 \min_2(x_1,x_2,x_3,x_4,x_5)$ will be 123. But your equation gives 38. $\min_2$ is the second minimum. For example $\min_2(1,3,2,5,2)=2$
