The lamp is half on. The purpose of a lamp is to provide light. While it's on it provides light, while it's off it doesn't. Once you reach a quick enough switching you won't be able to discern a difference between the two states and it will appear to be giving half the light it should (when fully on). (Actually it's probably closer to 3/4 on but you get the point).

Are these 6 sided dice? I expect that would be a correct assumption, but if they are say 12 sided dice the result is going to be very different.

An easier solution than @Bill K's for getting percentile rolls from d20s is to just roll the d20 twice, subtracting 10 if 11 or greater. First roll is 10s place, seconds is 1s.
