I have been presented with a dataset that looks at work volume and safety infractions.

The issue we are having is trying to graphically represent it so that infractions stick out (any level above 0 is bad). We find that the current multi axis chart is hard to read and decipher.

Is there a better chart type or method that could be used to represent the data?

Preferrably the chart would be supported by Excel.

I have not been able to find a better answer. The graph shown above will stay as is in abscence of anything better.
