If I'm given the weight as follows for example: 15st 9lbs, does this equal: 219lbs?

Yes: because one stone = 14 pounds, we have$$15\text{ st} + 9\text{ lb}=15\times(14\text{ lb})+9\text{ lb}=210\text{ lb}+9\text{ lb}=219\text{ lb}$$
