For a circulant matrix $C$ and a diagonal matrix $D$, when is $C+D$ singular? Fixing $C$ to get constrains on $D$ and fixing $D$ to get constrains on $C$ are both appreciated, and one may also consider the case when the size of the matrix goes to infinity. Thanks in advance!
